You're on the right track, I put this guy in the same genre as Chicago and the song was out about the same time. I think I picked an obscure one, one of this guy's more famous songs starts like this: "I can feel it coming in the air tonight." Does that help?
Oh - duh! Phil Collins - Do you Remember? (not sure if that's the name of the song without googling)
I am not sure that song was ever really popular, maybe I just liked it? It's one of my favorites!
